Perhaps you can find a sound meter with a large screen. If not, one that sends the data via usb, so it can be intercepted and displayed. http://www.aliexpress.com/fm-store/408231/211227469-494504364/New-Noise-Sound-Level-Digital-Decibel-dB-Meter-USB.html

A USB barcode scanner is the first step to making this task easy.

Many browsers can be run in "kiosk-mode"

    http://www.opera.com/support/mastering/kiosk/
    http://support.microsoft.com/kb/154780
    http://think2loud.com/868-google-chrome-full-screen-kiosk-mode/

It looks like Opera has the best support for what you need - locking the child on a single site.

"Shapes" looks like a great Mac app to solve your problem. http://shapesapp.com/
